I believe that I've tracked the problem down the fact that ESPConnectionConfig does not perform the write of the configuration value using elevated privileges. Instead it is asking the AppPool account to write to the config database which it is not allowed to do in a farm environment which has been setup according to the best practice specified at http://technet.microsoft.com/en-au/library/cc263445.aspx (Plan for administrative and service accounts (Office SharePoint Server)). See "Application pool identity" = "The user account that the worker processes that service the application pool use as their process identity. This account is used to access content databases associated with the Web applications that reside in the application pool."

Most people's development enviroments probably all use the one account and hence work... we use farm build scripts that create development like production and set the security the same as a farm.

I try and remember to post a code fix when I have made one.
